The city does not pay “drivers” to report such buildings to Code Enforcement.
Storage buildings of any size do require a permit. The city's purpose for requiring small buildings to also be permitted is to primarily look at rear and side yard setbacks. This is a good thing because there are instances citizens build in these areas then later find out and have to remove them. The permit fee is based on the value of the building. In this case, I’m assuming an 8 x 8 would be less than $1,000 in value so the permit fee would be $25.25
(not a big money maker).
I wouldn't want to see us using such tactics, I think that is what was going on in Germany during the 1930's.
